Introduction The Enforcement Division has a direct role in the enforcement of:-

1.      Islamic Family Law Act (Act 303)

2.      Administration of Islamic Law Act (Act 505)

3.      Syariah Criminal Offences Act (Act 559)

4.      Syariah Criminal Procedure Act (Act 560)

5.      Court Evidence Act (Act 561)

6.      Syariah Court Procedure Act (Act 585)

7.      Directive from Director

Objectives

1.      To endeavour wholeheartedly to prevent immoral activities in the Federal Territories with full responsibility, knowledge, prudence, tolerance and patience

2.      To consolidate employment resources and infrastructure of the Head Office Operations Room to ensure information is received and action can be taken with full professional responsibility

3.      To endeavour to fulfil client needs through a system that is transparent, competent, knowledgeable, prudent, bold, patient and guided by common sense

4.      To endeavour to inform members of the division and society that law enforcement is only a small part of the task to prevent immoral activities

5.      To carry out duties that involve law enforcement with full responsibility, efficiency, speed, competence and in accordance with the fixed procedures

6.      To provide service that is efficient and transparent for all problems that concern the interest of Islam and the Malays in the Federal Territories 

Functions

1.      Eradicating syariah criminal cases in the Federal Territories of Kuala Lumpur, Putrajaya and Labuan according to the following acts:-

-          Syariah Criminal Law Act 1997 (Act 559)

-          Family Law Act 1984 (Act 303)

-          Administration of Islamic Law Act 1993 (Act 505)

-          Syariah Court Evidence Act (Act 561)

-          Syariah Criminal Procedure Act 1997 (Act 568)

2.      2006 directives of the JAWI Director and the Chief Islamic Enforcement Officer related to Muslim residents in the Federal Territories

3.      Preventing syariah crime relating to aqidah, morals, syariah, the family institution, council orders, fatwa decisions, acts of prostitution, alcohol consumption offences, etc.

4.      JAWI, in particular the Enforcement Division, is entrusted with the responsibility to ensure acts, rules and fatwa which cover 1187 sections are adhered to and implemented.

5.      In addition, this division is given the responsibility by the Ministry of Home Affairs to enforce the Printing of Qur’anic Texts Act 1986.

6.      This division should be in operation 24 hours a day every week. However, owing to shortage of staff, it is unable to operate as it should. 

Client’s Charter 

We are responsible for providing law enforcement services of quality and we endeavour to fulfil our clients’ needs through good and quality services as well as immediate action. Thus, we pledge to:-

1.      Open a counter to receive information/complaints 24 hours a day and 7 days a week and without delay fill in Form 5 within 15 minutes

2.      Act on cases that require immediate action within 30 minutes from the time information is received

3.      Act on information received that does not require immediate action within 2 hours or latest 24 hours from the time information is received

4.      Resolve case files under Act 559 or Act 303 within 14 working days after a case is filed

5.      Provide training that is planned, integrated and professional according to priority and current needs of enforcers within 6 months of service
