DEVELOPMENT

Introduction 

The JAWI Development Division is headed by a grade M48 PTD officer. It was formerly known as the Development and Investment Division when it had two functions, namely the Federal Territory Islamic Affairs Department (JAWI) and Federal Territory Islamic Affairs Council (MAIWP). The development function is more focused on JAWI while the investment function is more focused on MAIWP. 

On 16 May 2007, the Public Service Department separated JAWI and MAIWP where JAWI remains a government department whereas MAIWP has been upgraded to a federal statutory body. Hence, all MAIWP officers have been appointed as permanent government officers. 

Functions

1.      Planning, monitoring, supervising the progress of development projects that involve the construction of Islamic institutes such as mosques, mosque quarters, suraus for Friday prayers, religious primary schools and Muslim burial grounds which are fully implemented by JAKIM

2.      Managing development matters and supervision of mosques, mosque quarters, suraus for Friday prayers, religious primary schools and Muslim burial grounds

3.      Preparing development expenditure estimates under the 5-year Malaysia plans and the annual development expenditure estimates

4.      Maintaining the mechanical, electrical and civil systems in all Kompleks Pusat Islam buildings that house JAWI and buildings and institutes managed by JAWI, i.e. mosques, mosque quarters, suraus for Jumaat prayers, religious primary schools and Muslim burial grounds including the Federal Territory of Kuala Lumpur Mosque

VISION OF JAWI DEVELOPMENT DIVISION

(a) Implementing development projects under the 5-year government plans related to the construction of mosques/quarters, suraus for Friday prayers, suraus, religious primary schools and Muslim burial grounds in the Federal Territory of Kuala Lumpur and also monitoring the JAWI branches in Labuan and Putrajaya

(b) Carrying out minor repair works and maintenance of buildings and burial grounds under the supervision of the JAWI of Kuala Lumpur, Labuan and Putrajaya 

(c) Ensuring the fulfilment of the government’s aspiration to facilitate the worshipping of Muslims in terms of providing places for worship and carrying out religious activities as well as institutes which are comfortable and systematic to receive religious education  

(d) Looking after the welfare of Muslims by ensuring the development of burial grounds under the care of the department are maintained and managed well

(e) Studying, implementing and supervising development projects in other divisions in the administration of JAWI

MISSION OF JAWI DEVELOPMENT DIVISION 

(a)    Using the allocation given by the government wisely so that the government’s aspiration of the  development of the Federal Territories becomes a reality, in particular the development of mosques/quarters, religious primary schools, suraus and Muslim burial grounds 

(b)   Receiving complaints and applications from the public regarding the need for new buildings and repair/upgrade/maintenance of mosques/quarters, religious primary schools, suraus and Muslim burial grounds 

(c)    Studying and creating an effective and systematic system in the administration, implementation and monitoring of projects under JAWI, that is the JAWI branches in Labuan and Putrajaya

OBJECTIVES OF JAWI DEVELOPMENT DIVISION 

(a)   To ensure that construction and minor repairs of mosques/quarters, suraus for Friday prayers, suraus, religious primary schools and burial grounds under the government’s five-year plans are executed in an orderly manner for the convenience of Muslims in the Federal Territories in order to benefit the mosque community and the surrounding residents in their worship and religious education at all levels

(b)   Ensuring the effective  maintenance of buildings under the administration of JAWI
